Community participation

            State Government policy favours active participation and support of local communities and their grass-root representatives for protection and development of forests.  Following programmes vindicate such an approach:

Joint Forest Management (JFM)

            For the purpose of active participation and involvement of local communities in protection and development of forests on the basis of sharing of usufructs, Joint Forest Management has been taken in the State on large scale on the basis of resolution of State Government dated 20.11.91. The progress in this regard till 2009-10 is as mentioned below

Forest Development Agency

            During the Xth plan, four Centrally Sponsored Schemes such as Integrated Afforestation and Eco-development Project (IAEP), Area Oriented fuel wood and Fodder project(AOFWFP), Association of Scheduled Tribes and Rural Poor in regeneration of forests (ASTRP) and Non Timber Forest Products project (NTFP) schemes have been merged into one named National Afforestation Programme (NAP). The NAP funds are now being channelised through Forest development agency (FDA). With the direct cash inflows during Xth plan, the FDAs are implementing developmental works in forest areas through JFMCs. The Forest Development Agency is a confederation of Joint Forest Management (JFM) Committees. Tripura is the first State to have Forest Development Agencies in all the territorial Forest Divisions and Wildlife sanctuaries.  The work components relate to plantations, assisted natural regeneration, silvi-pasture development, bamboo resource development, medicinal plant development, soil & moisture conservation works, entry point activities, micro-planning, fencing etc.

About 15% of the total sanctioned outlay is generally utilized on Entry Point Activities (EPA). The above amount is spent for the benefit of the JFM beneficiaries by constituting Self-Help Groups as per prescriptions of approved microplans. Through innovative initiatives, the socio- economic empowerment of weaker sections and poverty alleviation are addressed.

Angan-Ban Prakalp

An innovative and ambitious project for productive use of fallow land in private holdings, is being implemented by the Forest Department from 1996-97. Under this scheme it is envisaged to provide adequate fiscal incentives and technical guidance to beneficiaries in raising plantation of forestry tree species on upland and non-arable land of their holdings. The progress in this regard is as mentioned below.
